"It had never occurred to me to write anything for a large wind ensemble, and I confess that I was ignorant of the peculiarities of this kind of instrumentation, but I undertook the work with the best of enthusiasm, sidestepping the problems raised with the idea to create a somewhat informal, ironic work, evocative of the traditional bands of the past, the "newsstand bands", with popular themes or typical rhythms of the city's suburbs."
